The District III Executive Board shall approve a Disciplinary Committee Director who shall form a Disciplinary Committee.
- Each Association must submit the name of a person to serve on the Disciplinary Committee by the July Council meeting.
- Responsibilities
- This Committee shall review once a week, Thursday evenings, written reports submitted by game officials for any misconduct at District III league games played the week previous to the meeting.
- Shall make a determination of the validity of the infraction i.e. uphold the card issued by the game official.
- Establish and review consistent application of corrective penalties.
- Apply penalties based on consistent application of the WSYSA Administrative Handbook, Rule 605.3 titled Sanctions
- Make a determination on the outcome of an abandoned game.
- Authority
- The District III Disciplinary Committee shall deal with all Misconduct and Supplemental Game Reports arising out of competitions conducted by District III, and have the authority to penalize any player, coach, or person who can be identified as having an affiliation with the team.
- Disciplinary Determination and Notification Forms
- The coach of record will receive by email a Disciplinary Determination and Notification Form that identifies the penalties to be served. Verification of receipt of the Determination and Notification form is required by the coach prior to their next game.
- The Disciplinary Determination and Notification form will be emailed out the Friday following the scheduled Disciplinary Committee meeting.
- These forms must be signed by the game official for each game sat out. When the appropriate number(s) of signatures have been obtained, the form must be returned to the Disciplinary Committee within seven (7) days.
- The suspension shall remain in effect until this document is returned to the District III Disciplinary Committee.
- Attendance of Meetings
- Any person, other than players, that receives a send off from a game is required to attend the next Disciplinary Committee meeting to explain their actions.
- Failure to attend will be cause for the coach of record to be suspended and require a petition for reinstatement for his/her eligibility to participate in this team or any other teams functions.
- A player must appear before the Disciplinary Committee only if he/she wishes to dispute a red card/ejection or yellow card/caution that they received. If the player chooses not to attend, he/she may verify the games sat out by completing the Disciplinary Determination and Notification Form (obtaining the correct signatures).
- Mandatory Sit Out
- Player(s)/coach(s) receiving a red card/send off will be ineligible to compete in the next regularly scheduled match after the next regularly scheduled District III Disciplinary Committee meeting unless the red card/send off is overturned or reduced to a yellow card/warning by the Disciplinary Committee. A player/coach may receive more than a one game suspension.
- Penalty Points
- Penalty points will be accumulated over the seasonal year. Yellow cards/warnings will be accumulated at one (1) point each; Red cards/send offs at three (3) points each.
- Three (3) Yellow/Caution Card Rule
- Players/coaches that accumulate three (3) yellow cards/warnings during the seasonal year will be ineligible to participate in the next regularly scheduled league match.
- The player/coach will sit out one (1) additional match for each additional yellow card/warning received during the league.
- Any player/coach who receives their third or subsequent yellow card/warning during their last league match will be ineligible to compete/coach in the first game of the next District III League Competition.
- Point Violations

When a player/coach accumulates points as provided for in b, c, d, and e below, the player or coach will be required to attend a hearing before the District III Disciplinary Committee to determine if the player or coach should be suspended for a term not to exceed the remainder of the current seasonal year and the subsequent seasonal year. The Disciplinary Committee has the option of suspending the player/coach, but allowing any suspended player/coach tp participate under probation. Should the player/coach violate the probation, the Disciplinary Committee will notify the player/coach of the reinstatement of the balance of the original suspension. The player/coach may file a petition for reinstatement of their eligibility to compete on any team, or coach within WSYSA, accompanied by the reinstatement fee below.
- Players/coaches that accumulate three (3) red cards/ejections in a seasonal year will be subject to Disciplinary action.
- Players that accumulates seven (7) points from red and/or yellow cards during the seasonal year will be subject to Disciplinary actions.
- A coach of a team receiving fifteen (15) points accumulated from red card and/or yellow card(s) will be subject to Disciplinary actions.
- The coach of a team that has four (4) playerswho received red cards during the seasonal year will be subject to Disciplinary actions
- Reinstatement fee

All petitions for reinstatement must be accompanied by a $50.00 non-refundable fee (certified funds only)
- Appeal Process

The impacted person may appeal the decision of the Disciplinary Committee by following the procedures as outlined in the WSYSA Administrative Handbook, Rule 603 Appeals
- The impacted person is required, before appealing the Disciplinary Committees decision, to attend a District III Disciplinary Committee meeting in person.
- Ignorance to rules
- A claim of ignorance of these policies and procedures shall not be satisfactory grounds for the alteration or waiving of such policies or procedures.
- Committee Meetings
- Disciplinary Committee meetings will be held once a week (every Thursday evening unless otherwise specified) at the District III office, located at 501 30th St. NE Suite D-2 Auburn, Washington 98002
- The meetings will start at 6:30pm and end at 9:00pm.
- The Disciplinary Director reserves the right to call younger players first.
- There will be no meeting the week of Thanksgiving.

- Abandoned Games
- If it has been determined that a District III league game is abandoned by the referee due to actions of the coach, players, spectators or any combination thereof,
NO REPLAY WILL BE GRANTED.
Furthermore, if at the time of the abandonment:
- The opposing team is ahead; the score at the time will be the final score.
- The team causing the abandonment is ahead, the game shall be considered forfeited and the score of 1-0 in favor of the opposing team will be awarded.
- If the score is tied, the game shall be considered forfeited and a score of 1-0 in favor of the opposing team will be awarded.
- If it has been determined that both teams caused the abandonment, then both teams will be given a loss, zero points for both teams
- Definitions
- The term(s) game(s) is defined as all WSYSA sanctioned competitions.
- Game official is defined as a referee, or person (other than a referee) who officiates a game
- Seasonal year is defined as: The first District III league game to the final District III league game
- Assault or Abuse of Participants - Suspensions
- When any person shall assault or abuse a participant within WSYSA the matter shall be brought directly before the WSYSA Appeals Committee for a hearing. (See WSYSA Administrative Handbook, Rule 214.4
