The regular monthly District III Board of Directors meeting held at the AMF Sports World Lanes was called to order at 7:02 P.M.
Present were Commissioner Paige Harder, 1st VP Bill White, Secretary Marty Torres, Treasurer Ken Vannice, VP Competition Debbie Hazen, VP Development Henry Robicheau, AYSA MAR Sandra Luettgen, AYSA Alternate MAR/President Larry Proud, FWSA MAR Juan Rangel, HSA MAR Laura Lewis, League Scheduler/GRJSA MAR Gerd Schmidt, MpVSA alternate MAR Bill Edwards, NarYSA MAR Chuck Walton, TPCJSA MAR Marian Bowers. Motion/Second to approve the March 6, 2000 meeting minutes with the following correction. Under FWSA report- item #7- The Paul Allen Foundation requested and received a thank you letter for their grant of monies to FWSA. A coach has requested a hearing on his Disciplinary Action decided upon by
the Disciplinary committee.
Bill has been asked to sit on a committee to look into bringing Far West Regionals to WA. for 2003. There will be a meeting at Soccer Fair about this.

- Still working on fields for Mini's. We need 4 fields for 2 weekends. May not have enough fields at one venue. Possibilities- May have to have split venues or have home team supply the field as in the regular season? Each Association host an age bracket? Split venues would require separate Disciplinary Committees.

- The Pasco ODP weekend for Girls U- 15 and U- 16 went well and the following girls were able to play their way into the state pool. GU-15 Katie Buser, Shannon Dillon, Lindsey Eggen, Katie Hanson, Allison, Molly McDonald, Tonya McLaughlin, Kelsey Rasmussen, Cathy Roe, Bridget Schramm, Jamie Lellett
- GU-16 Olivia Brown, Jordan Drosdick, Jenny Edwards, Jessica Gerstman, Addie Hawkins, Sarah Larson, Rachael Manning, Julie Martiniello, Carlee Mashburn.
- The entire group played well and acted like the young adults they are. They represented District III in the highest standard we set forth. Congratulations!
- It would appear that TPCJSA has a couple of "D" clinics planned we sure could use another "E" any Help I can give, please call.
- I hear from the State that they are looking into the ODP rules and will be trying to update them, Do you have any input you would like to pass along PLEASE Email me with those.
- I am looking for coaches for next year ODP program please submit resume to me Henry Robicheau, ODP Coaching, 6612 47thi Ave CT East Tacoma WA 98443. I look forward to bringing forward a detailed list for this board to chose from.
- The Boys and Girls U-14 Yakima weekend is fast approaching and it looks like its going to be fun filled. We will again be taking a bus for this weekend and relying on their parents for the 16th in Burlington the following weekend.
ODP Concerns/Problems
- There was an issue and misunderstanding with a coach and the ODP
administrator. Paige made a decision to let players try out for the pool that
was going to the Pasco Jamboree since conflicts occurred. The ODP program
needs to be mindful of our coaches and players and not push them away. We
need to be sensitive to all concerned. Henry will send a written apology to the
coach with which there was a misunderstanding.
- Two injuries at the Jamboree weekend. One seemed to be an allergic reaction. ODP staff/coaches addressed the problems and also made follow up phone calls.
- Committee volunteers are needed to look into ODP policies, procedures and guidelines. Debbie Hazen, Bill Edwards, Laura Lewis stepped forward to help with this committee. Christian Clausnitzer and Jen Lewis will be asked to join. Will ask Coaching Directors, Association presidents and MARs for volunteers.
- There was an understanding from the state that there would be 14 players selected but in actuality, only 9 were selected. Want to ask the state to either be "up front" about the number of players that will be selected or don't mention a specific number at all.
- Would also ask that teams that must travel to Pasco not be scheduled for early morning games.
- District III VP Development asked to talk to Association VPs of Development
and to WSYSA VP Development to work things out.
- Henry will write a thank you note to Christian Clausnitzer for his invaluable assistance at the ODP Jamboree.

- I need updated list of Association Officers for the District III 2000/01 Directory. I currently have Renton, Maple Valley, Auburn and TPC. As soon as possible after your Annual General Meetings would be great. Thank you.
- The On-line Mailing list is starting to grow. We now have over 80 members. Encourage your members to join. You may join by following the link from the District III web site or emailing me at Dist3Secretary@aol.com.

- Handed out a summary of the monthly report to all MAPS. Look for complete report in the minutes.
- Letter from the IRS concerning our 501(c)3 status. The IRS wants a paragraph added to our Constitution before April 15. The problem is that Constitutional changes can only be made at the AGM- next March. Packet given to Bill to handle.
- We need a statement form WSYSA stating that we are under their umbrella.
- Considering a debit card for expenses for Officers while out of town while fulfilling their duties, the Treasurer is unavailable or it is unreasonable to carry large amounts of cash. Example- ODP weekends at Pasco, Mini LPTS.

MAR REPORTS
AYSA - Larry Proud
- Procedure for Under 11 Competitive Team Formation. The AY Board of Directors adopted a new procedure for forming Under 11 Competitive Teams, All Under 11 players turnout, are ranked according to their skill and assigned to a team on the basis of a draft by the coaches. The goal is to allow players that have the desire and have parents willing to dedicate the time and money to play on competitive teams without having to go through a selection with cuts. Coaches for the teams are selected on the basis of coaching experience and having a coaching license. In addition to higher level coaching, the Association will provide a development program for the U- 11 players.
- Annual General Meeting, March 15, 2000- The Association made the following awards:
- Young Referee of the Year-Garrett Luettgen and Brad Barber.
- Boys' Coach of the Year: Mark Michaud (Boys U- 14 Wildcats and Stan Melo U-11 Newcastle United)
- Girls' Coach of the Year- Jeff Watson (Girls U- 13 Aanvallen).
- Administrator of the Year: Mollie Burns (Registrar)
- Volunteer of the Year: Kim Luettgen.
- Changes to AYSA Constitution and Bylaws: Removed the office of Risk
Management Coordinator from the Executive Board. Provided a job
Description for the office of Communications Director.

Question/Clarification - were Associations asked to change the "Junior" to "Youth" from their Association names? Answer - Yes, but it is not enforced.

TPCJSA Marian Bowers
- Snickers Cup Champions from TPCISA were: BU19 FC United, GU12, 14, 17 and 19 FC Royals. Fred Meyer Commissioner Cup Champions were GU 14 from Norpoint. They will be playing a team from Oregon for the right to play in the Kellogg Bowl in Columbus, Ohio.
- We will be setting up an IAL with NarYSA for U7 thru U14 once again. Looking into extending that to U16.
- TPCJSA will be setting up an office at the Arena Sports Complex.
- The Royals and the United will be hosting the Rainier Challenge on Memorial Day weekend May 25 and 26. Applications available on the web.

- Should fees be raised? Went over budget last year. If there is money in the account, we should not raise fees. Motion to raise Mini-LPT fees by $50. No Second. Motion dies due to a lack of a Second.
New Business
WSYL Applications
- Each Association must turn into Gerd by April 24. April 15 or at Soccer Fair is better. Time is needed to process these applications and send into the state.
Soccer Fair
- Matt Vining, FWSA Young Referee of the Year Nominee, cannot attend the Soccer Fair Dinner. Can Juan represent him? Response- Juan will ask if Matt's parents would like to represent Matt.
- Anyone attending soccer fair dinner can pick tickets up form Paige on Saturday at Soccer Fair.
- Association and Club Presidents are invited to breakfast with Ron Copple during the soccer fair meeting at 9 am for Association Presidents.
- Important rule changes for WSYL. Please attend the Wain Jackson workshop at Soccer Fair.
Operating and Bylaw Changes
- Paige and Bill are working proposed changes. Will present for review and 30 day notice. If you have input, please contact Paige or Bill. Proposed changes so far-
- The proposal included in last months minutes concerning changing the
verbiage from "teams' to "players" under Article IV, Section 3
- Under Protest- should the word "cash" (as opposed to a check) be included
to clarify that cash is needed to file an appeal.
Disciplinary Chair-
- Paige will contact John Vanderpool. If you have anyone else for consideration, contact Paige by the end of this week.
Fields Chair-
- Henry Robicheau has asked Marian Bowers to chair a committee responsible for finding fields for ODP next year.
District III Pins
- Motion/Second to spend $1000 for District Pins for American Cup participants. Discussion- The pins Debbie Hazen is considering are cloisonn6 and cost approximately $.83 each. Will look at pins at Soccer Fair. Cloisonné is considered to be unsafe. Debbie will check into this safety issue and decide. The question was called for. Roll call vote- 14 yes, 4 no, 8 abstentions. Motion passed.
Tournament Question-
- Is WSYSA supposed to sanction tournaments? And is Kellogg's 3 v 3 Shootout a sanctioned tournament? The application for this tournament does have sanctioning statement included. Answer- does not appear to be unless it was an oversight.
Funds Requests
- Motion/Second to donate $250 to each team that competes at Regionals. Friendly amendment to the motion. Accepted. Donation made upon a written request. Question was called for. Motion passed.
- Motion/Second to donate $250 to the U14 team representing WSYSA in Oregon to try to go on to compete at the Kellogg Bowl in Columbus, Ohio. Motion passed.
Good of the Game
State Office
- Question. Did WSYSA spend $15,000 to look for property for a new office? Yes- it was decided the deal/proposal was not a good deal so they stopped pursuing it.
- The council voted no to the purchase of property and they looked anyway? Yes.
Fife Parks
- Fife Parks and Fife-Milton-Edgewood Soccer Club are working with the Fife Hotel/Motel Community for the development of soccer fields. Bond issues are being written.
TOPSoccer
- Colin Edwards will be attending the next District III meeting to discuss TOPSoccer.
