The regular monthly District III Board of Directors meeting held at the Arena Sports Indoor Soccer Center was called to order at 7:20 PM.
Present were Commissioner Paige Harder, 1st VP Bill White, Secretary Marty Torres, Treasurer Ken Vannice, VP Competition Debbie Hazen, VP Development Henry Robicheau, League Scheduler /GRJSA MAR Gerd Schmidt, Disciplinary Chair Warren Wheelock, FWSA Alternate MAR Suzanne Lindt, HSA Alternate MAR Jeff Owen, MpVSA Alternate MAR Bill Edwards, NarYSA MAR Chuck Walton, TPCJSA MAR Marian Bowers. Absent - KYSA MAR Ken Ward, MRSA MAR Bruce Bray. Excused - AYSA MAR Sandra Luettgen. A quorum was present.
Motion (Bill White)/Second(Chuck Walton) to approve July 10, 2000 minutes as written. Motion passed.

- Audit- almost finished. Treasurer is asked to call Deena Haynes so that can be completed.

- ODP Tryouts for 14 and 15's
- Aug 11, 12, 13 from 2:30 to 8:30 PM.
- Have 8 or 9 evaluators
- State meeting to be held on Aug 12. If the state does not hold ODP tryouts for 16's then District III will have them.
- Motion/Second to approve the following coaches for ODP:
- Christian Clausnitzer for Boys Goalkeeper trainer
- Willy Linder for Girls Goalkeeper trainer
- Rob Buck for alternate Boys and Girls Goalkeeper trainer
- BU14 Coach- Seth Spidahl, (coaches boys for the regular season)
- BU15 Paolo Mottola (has a National C license, coaches girls for the season)
- Lynette Buffington for Girls 14 or 15
Discussion - ODP coaches should not be coaching directors. They should not coach the same gender as they coach for the regular season. We want to avoid the appearance of a possible conflict of interest.
Friendly amendment to the motion- Accepted - Approve all coaches except Seth Spidahl unless he agrees to coach girls. Passed.

Appointed Chair Report
League Scheduler Gerd Schmidt -
- Scheduling is underway.
- Divisions and line numbers are almost complete.
- This year I delayed assigning the divisions in order to incorporate changes to the teams submissions.
- I built web pages for each association so that the schedulers could spot errors earlier. Within 4 hours after posting these pages I got e-mails from two coaches that were missing. One of them came from a club that had been missed. The effort to create the web pages paid off big time.
- The following are the team numbers that are scheduled.

- More teams from out of our district than in '99. Need to talk to other commissioners about this. We need to decide if we are going to allow out of district teams to play in our district and implement soon.
- Objection to an article in the Play On referring to State Cup teams as "win-at-any-cost" teams.
Disciplinary ChairWarren Wheelock -
- Meeting Place- will make a map for the coaches packets and get it to Gerd for placement on the web
- Disciplinary Committee meeting- Aug 24th, Round Table Pizza, 4002 A St SE, Auburn, WA.
- Handed out Disciplinary booklets for MARs to look over. Letter included for Board approval. Motion/Second to approve letter to coaches. Passed.
- Still need names, phone, email and addresses of representatives from MRSA and TPCJSA for Disciplinary Committee.
A break from the published agenda was allowed at this time so that a guest could ask a question concerning ODP.
Guest: Donna Stanfield- Question as to why ODP dates were changed from Aug 18, 19 and 20 back to Aug 11, 12 and 13, when many teams are participating in tournaments. Answer- despite months of asking, no Association stepped forward to offer use of their fields until recently. TPCJSA and Norpoint Soccer Club offered Meeker Fields but the field was only available on Aug. 11, 12, and 13th. There are tournaments on every weekend in August so there were no open dates from which to choose. Arrangements will be made so those players who send in registration forms will be allowed to tryout (one date only).

- Motion/Second to approve a U10 IAL between AYSA and FWSA. Question was called for. Motion Passed.
Maple Valley - Alternate MAR Bill Edwards
- We have 47 full field teams, 11 state league and 36 district. There are 22 Boys teams and 25 Girls
Renton - Gerd Schmidt
- orking on Bylaws via a computer program. Hope to be in compliance with the state.
NarYSA - Chuck Walton-
- Narrows Cup had 138 teams. Went well despite fields being spread out.
- Sparta Jamboree had 23 teams was a great success.
Highline - Alternate MAR Jeff Owen - no report
- A question for the MAR- noticed that the MAR report to the Association does not mention ODP. Just wanted to make sure players are notified. Answer- Players were informed.
FWSA - Alternate MAR Suzanne Lindt
- Federal Way Blast Off had 143 teams and went well.
Tacoma-Pierce County - Marian Bowers.
- Sandy Badham has resigned effective Sept 1. She is moving to Oregon. Corky Vargas will replace her as TPCJSA registrar.
UNFINISHED BUSINESS
- Possible meeting place in Kent
- Motion/Second to table Bylaws changes until next month. Passed.
- Tabled Coaches Ethics Committee report until next month
- Articles for the Play On need to be submitted to Paige by Sept 1
NEW BUSINESS
- Vote on upcoming August 12 State BOD meeting.
- State ODP wants to expand to U16. Paige requests input from the board to be able to vote on Aug 12
- District III BOD concerns regarding State administering U16 ODP
- Lack of scouts- more are needed, need to be assigned rather than randomly scout games
- Coaches were to submit 3 names from their opposing team- asking for that practice to stay in place.
- Over all evaluation- complaints forwarded to the state. State says that not many complaints were brought to their attention. Problems submitted were/are being addressed and all are reminded this is a pilot program in its first year.
- State wants complaints submitted with a name from the concerned. It was pointed out that the concerned parties would rather submit their complaints anonymously because they feel their players (sons and daughters) can/will/have been impacted negatively by their complaints.
- Concern about tryouts in Eastern Washington
- Concern about the promise of two teams in each age bracket. This did not happen this past year. Not enough players were picked to send 2 teams to Regionals \
- Concern about there not being enough scouts, coaches failing to submit 3 names, then the only chance some players may have to get looked at would be at open tryouts, and interested in knowing how many players were selected from open tryouts.
- It is possible to address the state administering U16 ODP next year if these concerns/issues are addressed in the upcoming season, especially if the state's intention is to eventually administer to U14 and U15.
- Concern about development versus identification
- Paige to ask at state meeting if ODP name change will take place.
- Motion/Second for Paige to vote yes the state meeting if other commissioners vote yes. Otherwise, vote no. Discussion- Paige asked to express out concerns.
How is the state program monitored? Could form a committee- Henry is asked to chair this committee. District has a problem voting for a program that was not well run. Question was called for. Motion failed.
- Motion/Second to direct Paige to vote no as to the state administering U16 ODP. Motion Passed.
GOOD OF THE GAME
- Clarification of April minutes
- Some years back, the Council voted "no" to the state's purchase of a building. However, the state spent money to look into the purchase of a building, anyway. The district asks the state to come to the council for permission before purchasing a building.
