The regular monthly District III Board of Directors meeting held in at the new District III office in Auburn was called to order at 7:10 PM.
Present were Commissioner Paige Harder, 1st VP Bill White, Secretary Marty Torres, Treasurer Ken Vannice, VP Competition Debbie Hazen, VP Development Henry Robicheau, League Administrator Gerd Schmidt, Disciplinary Chair/MRSA MAR Warren Wheelock, AYSA MAR Sandra Luettgen, FWSA MAR Juan Rangel, HSA MAR Laura Lewis, KYSA MAR Ken Ward, MpVSA MAR Scott Ruby, NarYSA MAR Chuck Walton, TPCJSA MAR Marian Bowers. Guests present were David Marincovich, (candidate for Commissioner), Brian Eaton (candidate for VP Competition) Dave Schumacher, (WSYSA Director of Coaching) and Debbie Clausnitzer. A quorum was present.
Motion/Second to approve the January 8, 2001 minutes with the following correction. Under VP Development, #2, D Clinic, second bullet, change to read: Motion/Second to approve a District III coaches D clinic with half the cost to be reimbursed after completion of the program. Associations will verify that that the coach will be coaching in District III.
Motion passed.
Guest - WSYSA Director of Coaching Dave Schumacher gave a history and overview of the Micro/Mod Program changes going into effect by 2002 at the U7 level.
- This program was created for uniformity of Micro and Mod programs across the state.
- The objective is for players to have more touches on the ball and a smaller field at the younger ages for development purposes.
- A parent guide will be created.
- As of the January WSYSA Council meeting, it has been mandated that by 2002 all U-7 teams will be 3v3 per this new program.
- Associations have the option to: 1) Adopt this policy so that by the time these 2002 U7 teams reach U11 (5 years) they are playing 9v9. The U7 to U11 teams currently playing under the existing Rules of Play may be grandfathered in. 2) Associations may adopt this policy in its entirety in one year and set up their micro/mod and U11 programs to follow the new policy.
- There will be workshops covering U8 and U10 and this program at Soccer Fair. Every Association is encouraged to attend

- Concerns for U11 select team- rules of play would remain the same, but with only 9 players on a smaller field.
- Any state sanctioned tournament for 2002 will be 9v9 at U11.
- Every association is encouraged to implement now

- Cor VanDer Meer will make a presentation to bring Far West Regionals to Washington (for 2003) at the USYS Workshop to be held in Spokane
- Region IV Workshops will be held in Cal-South in 2001 and Hawaii in 2002.
- State "C" Coaches Clinic will be held in Bellevue on April 26 - 29 and May 3-6, and in Evergreen State College July 5 - 15. Check state web site for more details

MAR REPORTS
AYSA - Sandra Luettgen
- AYSA will be adding a U6, U8, and to our mod program in both the spring and fall.
- We have revised our U11 selection procedure and are calling it a "turnout 'instead. All players will be assigned to teams at various levels.
- The U-12-UI9 will be titled a "Competitive Team Selection Procedure."

- AYSA selection dates are as follows:
- March 17-18 Aanvallen Club (girls) at Auburn Riverside Field
- Auburn Rainier Valley F.C. (boys) at Auburn Memorial Field (old Troy Field)
- March 24 and 25 U11 Turn-out
- AYSA Annual General Meeting will be Thursday, April 5. Place to be announced
FWSA - Juan Rangel
- King County will be closing the following fields this spring- Ft. Dent #4 and #5, Kent Lake, and Lake Geneva (from June 3 to July 26). King county has grant monies available for any club wanting to pursue this. Both FWEast and FEWest are interested.
- FW United- Blastoff tournament will be the 2nd and 3rd weekend of August
- Kids Health flyers were distributed and clubs were asked to take to their meetings and get this information to coaches and parents. It is a free or very low cost health insurance for kids under 19 for those who qualify.
- George has talked to FC Seattle and Skyhawks about using Sacajawea. The status of the track at Sac is the money is there but no start date has been set. Goal posts may interfere with soccer games. George will talk to the city and ask for $1400 to get goals that will work for both soccer and football.
NarYSA - Chuck Walton -
- Sparta America has presented a policy change. Teams will now have a trainer and coach with Gary Heale, Tony Chursky, Mark Peterson and Fran O'Brien providing training on a rotational basis.
- Due to philosophical differences, Tony Crudo will no longer be a Sparta coach. Currently, he is expected remain a Nortac coach.

- Passed a motion to change tie breaker for Association and mod league competition for Operating Procedures. Will become 1) total points, 2) head to head, 3) co-champions or co-2nd place.
- Scholarship application letters will be sent out to all seniors in HSA for one male and one female $300 college scholarship
- HSA voted to keep District Rec season at 10 games
- Olympic field will come online as a premier grass field in the fall. The city of Des Moines will have two dedicated soccer fields.
- Voted against District III hosting jamboree for $4000
- Voted against spending $3000 for meeting room
- Object to the state mandating the new micro-mod policy. Feel that we now have one less area where we have control over our programs

Girls Coach of the Year
- Nominations are now open.
- Motion/Second to nominate Bill Edwards. Nomination letter and resume received from MpVSA.
- Motion/Second to nominate Stu Snow. Nomination letter and resume received from FWSA. Discussion followed about both nominees.
Point of Order- Question as to if an Association may nominate someone not from his or her own association. Yes, if credentials and criteria are met. Nominees credentials are an important consideration because WSYSA "of the Year" winners are then nominated at the Regional level. Question was called for. A show of hands for Bill Edwards. A show of hands for Stu Snow. Bill Edwards was nominated. One abstention.
