The regular monthly District III Board of Directors meeting held at Juan Rangels' home was called to order at 7:33 PM.
Present were 1st VP Bill White, Secretary Marty Torres, VP Competition Debbie Hazen, Treasurer Ken Vannice, League Scheduler /GRJSA MAR Gerd Schmidt, Disciplinary Chair Warren Wheelock, AYSA MAR Sandra Luettgen, FWSA MAR Juan Rangel, HSA MAR Laura Lewis, MpVSA MAR Scott Ruby, MRSA MAR Bruce Bray, NarYSA MAR Chuck Walton, TPCJSA MAR Marian Bowers. Absent- KYSA MAR Ken Ward, Excused-Commissioner Paige Harder and VP Development Henry Robicheau. A quorum was present.
Motion/Second to approve June 5, 2000 minutes with the following correction: under New Business- Change GU14 playing on Sundays to GU15 playing on Sundays. Motion passed.

IDDL
- Have received 2 applications for U17 for IDDL. This league is made up of teams that
played in mini's or LPT's and did not advance. Contact will be made with other teams to see if they want to enter IDDL. If no other teams enter, these two teams will play District.
- Observation from teams contacted- The fact that there would be only 10 games per season instead of 14 has not been favorably received.

- We have been offered 4 fields at Meeker from Norpoint (TPCJSA). Request to change ODP tryout dates to the originally planned dates.
- Motion(Juan)/Second (Debbie) to hold ODP tryouts on August 11, 12, 13 for U14 and U15. Motion passed. Will hold tryouts for U16 if State does not do so.
- ODP proposed rule changes - will present at Aug 7 meeting
Treasurer- Ken Vannice - excused
Audit
- Mini's- Auburn and Highline need checks approved by Debbie Hazen
- Have 3 checks that are 6 months old- will take off the books and "zero" out the amounts on the ledger.
- Monthly statements to secretary for copying
- 501 (c)(3)- asked to hold the application open so that we won't have to pay another $500 application fee. The IRS would like District III to set aside our constitutional laws to make changes they require to be included for 501 (c) (3) approval. Motion/Second to add the required verbiage specifically required by the IRS and then officially vote on at the AGM. Motion passed. Related question- is it possible to have the tax ID number incorporated in the District III Bylaws and then possibly apply for Articles of Incorporation. Will look into.
- Audit- The Bookkeeper is working on following randomly selected checks from when they were written to how they were entered in the register. Report to follow.

- Directories handed out to those officers and Associations present
- On-line mailing list is growing but I feel that any news should go on the announcements and calendar section of the web page. Will collect news/announcements from Officer and MAR reports and send to Gerd for placement on our web page. I feel this is more effective and will reach everyone this way. I will still send announcements out to those who have joined the mailing list. If something is forgotten, or you want news shared between meetings, please email Gerd with your information.

Appointed Chair Report
League Scheduler Gerd Schmidt -
- There has not been much activity with respect to scheduling.
- A number of inquiries about IDDL. No information is available yet.
- Inquiries about ODP location.
- Entry forms need to be in to me by July 28
- Schedules should be available to Associations by August 21 and published on the web Aug 28
- I need to get the Disciplinary Rules and the modifications to the Operating Procedures. They will go to print on Aug 4th.
- Season starts Sept 11th .
- There has been a problem with about 2 or 3 % of teams sending team information directly to me, not having gone through their respective Associations first. Coaches are then sent back to their Associations. Am concerned about publishing an entry form on the web for this reason. Will make one available this year and see how it goes.

Rationale- players receive a three game suspension for foul or abusive language to an official, coaches should receive the same suspension. This would also follow FIFA rules. Motion(Gerd)/Second(Chuck) to accept proposed change. Motion passed with one abstention.
- Article V, Section 5, last paragraph, Currently reads- If no league or tournament
games remain for person assessed game suspension penalties, the penalty assessed
shall apply to games in the next WSYSA sanctioned event, with the approval of the
Disciplinary Committee, including carry-overs to the following season.

Disciplinary Report
- Have looked over other Misconduct Reports form other sources. Very happy with District's III's. Please take back to your referee Associations for any recommendations.

- Secretary Janet Dragoo has resigned
- Motion/Second to request a FWEast Mod player to be allowed to play down if this does not create problems with WSYSA. Would also need letters from all other coaches in his league. Motion passed.
- Discussed possible mistakes of voting on By-law changes at the AGM. Motion/Second to void all Bylaw changes approved at the AGM. Motion Passed.
- Request of $250 for Matt Vining, (FWSA and District III Young Ref of the Year) to attend Regional tournament.
- Spring Leagues went well. Tracy Whitney Tournament will be held on Oct 28th and 29th
- Juan has resigned as FWSA President- Suzanne Lindt has taken over- 253-931-1917
Tacoma-Pierce County - Marian Bowers. - No report
- Rachel Berg from the Sounders gave a presentation and handouts on what the
Sounders have to offer.
- Rainier Challenge was a great success
- Fircrest and UP Soccer Clubs are planning an "Ice Breaker" Invitational Mod Jamboree on August 26th and 27th .
- Fircrest will be hosting a coach's clinic on July 29th at UPS. Kelly Bendixen and Randy Hanson presenters.
- We had 42 teams enter WSL Tournament, 33 were successful
- We have 13 Division I teams, 5 Division II teams and 8 Classic teams and 7 new teams at U13
- FC United is hosting Super Soccer Saturdays- July 8, 15, 22, 29, August 5 and 12th at Midland School, 9 to 11, cost is free.
UNFINISHED BUSINESS
Updated Operating Procedures - recommendations
- Recommend dropping reference to point system from Disciplinary
- Recommend changing section about teams attending a disciplinary meeting if they are collecting too many yellow cards. This should be left up the Disciplinary Chair's discretion.
- Motion/Second to remove "K" and "L" from the Operating Procedures and replace with corresponding paragraph from Disciplinary Procedures. Friendly amendment- remember to re-number or re-letter outline in Operating Procedures (and Disciplinary Procedures). Motion passed.
- Address needs updating
- Disciplinary Chair to track how yellow card rule change works for this season and report back to the board.
Bylaws changes -
- Motion/Second to incorporate printed version and on-line version to be in agreement. Then bring to Aug 7th meeting. Motion passed.

Play On Articles -
- Anyone interested in submitting articles for the WSYSA Newsletter, Play ON, please bring to Aug 7 meeting. District III Officers are expected to submit articles.

- Request for District signature on a letter concerning a player found in bad standing by
his club and Association.

- Would like to turn over ODP history, paperwork, equipment, and uniforms. Debbie will
deliver equipment to Henry and paperwork to Paige.
