The regular monthly BOD meeting of District III, held on May 3, 1999 at the Northwest Soccer Center in Tacoma, was called to order at 7:06 P.M.
Present were Commissioner Paige Harder, Secretary Marty Torres, Treasurer Ken Vannice, VP Competition Debbie Hazen, VP Development Henry Robicheau, AYSA alternate MAR Larry Proud, FWSA Alternate MAR George Pfeiffer, League Scheduler/GRJSA MAR Gerd Schmidt, HSA MAR Laura Lewis, KYSA MAR Ken Ward, MpVSA MAR Scott Ruby, NarYSA Alternate MAR Marty Torres, TPCJSA MAR Marian Bowers. Motion (Gerd Schmidt)/Second (Debbie Hazen) to approve the April 3, 2000 minutes. Motion passed.
GUESTS
- Colin Edwards- (TOPSoccer State Representative) talked about TOPSoccer- The Outreach Program for Soccer. This is a program for disabled children so that they may be able to participate in soccer.
- Handed out fact sheets
- Would like to be invited to any Association/Club meetings to talk about getting programs started in their areas.
- Long-term goal is to have a TOPSoccer chair person in each district

VP Competition Debbie Hazen
- Motion (Debbie Hazen)/Second (Ken Vannice) to restrict the other six districts to Gold level league play. Reasoning:
- We have increasingly heard complaints from various Associations, parents and coaches that they can not understand why we have put their team in to play with the other Districts.
- Because we are here to serve the needs of District III players, parents and their associations I am proposing the following change to our league classifications.
- "Gold" will be all teams that wish to travel outside of our district boarders with teams from the other six districts.
- "Silver and Recreational" will be strictly District III teams with no travel outside of our district boarders.
- Since we strive for balanced play among teams, we would keep the identification of the teams (strong, medium and weak) the same.
- We would only be moving all teams from outside of District 3 to the "Gold" league.
- This will enable the teams that are hesitant to move up from our current "Recreational" league to the "Silver" league without fear of over extending themselves with further travel.
- The idea is to create two stronger District leagues giving everyone another stepping stone towards play that is more competitive.
- All the rights and privileges that our teams currently enjoy (applying for the State Cups, applying for the minis, travel to tournaments out of state etc.) will be the same.
Discussion
- If this motion passes the other districts would be forced to be more pro-active in scheduling/developing their own leagues and teams.
- This affects 123 teams.
- Concerned about District 7 since we have an agreement to allow their teams to play in DIII. Would that still be honored? Yes, but they would have to play in Gold.
- Concerned about bad timing- consensus is that it is too late and would be a hardship on the other districts. Could be implement next year?
- Are there enough DIII teams to form leagues if this is implemented? Per league scheduler- No problems forming leagues, but the older girls teams would be affected.
- District III Commissioner should be talking to the other Commissioners about not allowing U13 and below out of district teams to play in District III.
- Friendly amendment to the motion? (David Marincovich) Accepted (Debbie Hazen) Implement this for 2001 season. Question was called for- Motion failed.
- The District III commissioner is asked to talk to the other district commissioners to tell them that this is being talked about and a decision may be made to implement this proposal in the future.
- IDDL- Inter District Developmental League. At Soccer Fair the VP of Competitions (or their Designee) met with Wain Jackson.
- This year in the packets at the LPT's will be information on Wain's new pilot program IDDL. (Commissioners must give their permission before an application will be accepted.)
- This league will have the rules from the State League (along with the Disciplinary) and will be administered by four of the Districts VP of Competitions. Player Cards will be needed.
- Break down: U14 by District 7, U15 by District 4, U16.by District I and U17 by District III.
- They will have a maximum of two brackets (The Rainier's and The Adam's) with 6 teams each.
- Entry: the first 12 teams that "washout"' at the LPT's will be allowed to apply. (If only six enter there will not be a second bracket, if nine enter we can invite teams that did not make it through District minis to fill in the other three spots.)
- Cost: $100.00 (money going to the District that administers the league.
- Application Deadline: July 15, 2000.
- Duration of League: Start September' 9th end November 12th. Make up game weekend November 18th - I9th if needed.
- This is a 10-week season.
- LPT - By now most everyone know where the LPT's are being held.

Wain feels we need a different entry fee for the U14 (it should be at least
$300.00) so hopefully they can break even on the LPT'S.
- American Cup Draw - District III Will host GUI8 and GU19.
- We need two associations to come forward NOW that are willing to host the semi finals and finals for these age groups.
- Last year we hosted the finals at Renton Stadium for the GU18. There were only two teams entered from the entire state. Most of these girls had never played in a stadium before and were quite pleased to play in Renton. Perhaps we could do the finals at a stadium with back to back games.
- This cup has a new state sponsor -Tide. We are looking for a new logo that will incorporate the Tide logo with American Cup. Please submit your ideas to Morley Preppenau, American Cup Director at the WSYSA office. Don't worry if you can not draw, there are people that handle the art concepts for the logo. The current logo has an Eagle perched, on a soccer ball in front of US Youth Soccer in front of the American Flag. Colors are red, white, blue, black and gold.
- Friendship Jamboree - We received the trophy!!!
- Thank you Auburn YSA for providing this year's team! Many thanks to Larry Proud for arranging our winning team to stay for an unexpected extra game.
- Next year I believe that Maple Valley has requested the honor of providing the team.
- Minis - Gerd has again done his magic with scheduling our District minis.
- Host sites are the Auburn Game Farm (2 fields) and H-SA fields of Pacific, Grandview, Sylvester, Seaherst and Evergreen.
- All fields are dirt, and they were the only fields offered from our District. I, for one, am quite grateful to Auburn YSA and Highline SA for coming to the District' s rescue.
- Results will be posted on the WEB with a full written report next month.
- Now is the time to start asking your Association to host the District Minis. This should not come as a surprise to anyone WE NEED FOUR FIELDS FOR MAY OF 2001. Please remember every association sends at least one team that needs to go to through the minis, you could have the home field advantage by hosting.
- US Youth Soccer Coaches Convention February 15th-18th, 2001
- The reason I am bringing this up now is l am trying to get group rates for flying into Las Vegas and you must plan early.
- Convention Fee: $100.00 per person includes coach of the year dinner (on Friday night), all lectures and exhibits.
- Hotel: Convention rates are $99.00 plus tax ($107.91) this holds up to four persons with two double beds. You can get a petite suite for $160.00 plus tax, this has a king-size bed.
- Airfare: at this time $193.50 (taxes included) per person.
- "Fun" Dinner: Costs to be determined by the number of people in the party but we are looking into Medieval Times for availability.
- Hoover Dam Tour: Again costs to be determined by the number of people in the party but we are looking into renting a bus-if needed.
- If we can get more than 40 people signed up I will be trying to get lower airfare with other carriers.

- Las Vegas fills quickly for conventions: booking early ensures that you have a place to stay.
- Since this District has started sending us (the board) to the National Convention I feel that communications from the National level is coming to the Associations at a faster rate than in the past. It would be helpful for our District if the Association board members went so they can get the information faster to their clubs. It would also be a greater help to us all if we all started attending the Regional Meeting (in New Mexico this October.)
- I encourage all the MARs and their Association board members to attend this convention. I know that most of your budgets are set but perhaps each Association can find a way to send a representative to the National meeting. It would be of a help to each association to know what information is being presented first hand instead of waiting for the District reports to come out.
VP Development Henry Robicheau
- District III ODP tryouts are August 11- 13, the location to be determined at a later date. We are in need of the following support from the clubs.
- Fields for the above dates
- Evaluators for all 3 days
- Considering asking college players and/or coaches to evaluate at ODP
- Coaching Resume for people who wish to be considered for coaching. Resumes need to be to Henry by July 24th.
- People who wish to help with general logistic of the tryouts.

- Henry will supply the names of the District III players who made the state pool. It will be in these minutes and/or on the web.
- Coaching Clinics
- Our Associations are doing an okay job with the clinics but there is room for improvement. Any association or club that would like to put one on, but has questions, I would be more then willing to help. The better educated the instructors, the better the kids will develop.
- There is a need for another Association to put on a "D" clinic.
- ODP rules and a new coaching guide
- Being looked at for content and to see if improvement is needed

Treasurer- Ken Vannice
- Report
- Have one NSF check. Will give to the appropriate Association to handle.
- Sent checks to teams requesting funds for Regionals.
- Need an address from FC United U19. None was supplied with request for monies.
- It was suggested that it might be easier for the associations not individual teams to request funds for Regionals and for teams to then send a thank-you note.
- Handouts - a Balance sheet was handed out to all present. A Profit and
Loss and a Budget vs Actual statements to be included in the minutes.

MAR REPORTS
Auburn Alternate MAR - Larry Proud.
- The AYSA Board of Directors held a business meeting on April 28, 2000. This was the first business meeting since the new officers were elected at the AGM on March 15.
The Board:
- Accepted the resignation of Soo-Hui Um as Referee Director. Soo-Hui agreed to continue assigning referees for AYSA games until a new Director is elected.
- Accepted a proposal to leave the referee fees at last season's levels and to increase the assignor's fee from five to ten percent.
- Accepted a proposal to move the AYSA website to Geocities and to obtain an Association domain ("url").
- Accepted a proposal to have an Eight Aside Intra-association U-10 Mod League for the Fall 2000. In an effort to increase the number of players coming into AYSA from the Auburn Parks Program, the Board agreed to leave the registration fee at last year's level and that each player would receive a ball and a uniform (player shorts, socks and jersey). Last year players received a ball and jersey.
- Accepted a proposal to leave the 2000-2001 player registration and competitive team fees at last years levels.
- Accepted a budget that will keep spending at last year's levels with the exception of increasing the money spent on advertising and allocating money to be used for an Association program to develop players on U11 competitive teams.

Good of the Game
Awards from Soccer Fair Dinner - Stephan Hair, Boys (Coach of the year), Matt Vining, (Young Male Referee of the Year), both from FWSA and Les Beckner (Administrator of the Year) from TPCJSA. Congratulations to all.
Debbie Hazen presented Paige with a sample of the goodie bag given out to players and referees at the Soccer Fair Friendship Jamboree. Thank you to Debbie Hazen for purchasing the items and decorating the goodies with a District III sticker. The bags were especially nice.
