The regular monthly District III Board of Directors meeting held at Des Moines School District Admin building was called to order at 7:20 PM.
Present were Commissioner Paige Harder, 1st VP Bill White, Secretary Marty Torres, Treasurer Ken Vannice, VP Competition Debbie Hazen, League Scheduler /GRJSA MAR Gerd Schmidt, Disciplinary Chair/MRSA MAR Warren Wheelock, AYSA MAR Sandra Luettgen, FWSA MAR Juan Rangel, HSA MAR Laura Lewis, HSA Alternate MAR Jeff Owen, KYSA MAR Ken Ward, TPCJSA MAR Marian Bowers. Absent/Excused- NarYSA MAR Chuck Walton, and VP Development Henry Robicheau, MpVSA MAR Scott Ruby. Guests present were David Marincovich, (candidate for Commissioner) and Debbie Clausnitzer. A quorum was present.
Motion/Second to wait until Oct meeting to approve the Aug Minutes as they did not reach the MARs. Motion passed.

Report
- State is looking for a registrar and an ethics director. Anyone interested please let Mill Lewis (registrar) or Kathy Liebman (ethics) know.
- Don Stephenson would like feedback on the coach's handbook and administrative handbook.
- Canadian exchange-need to contact Bob Serviss. Jamboree is 10-28 & 29. Would like Debbie Hazen to help if possible. Please contact Bob with any help you can provide.
- Regionals are discussing dropping to a 12-team matrix. They feel that states 3 rd place teams are getting beat rather badly by the 1st and 2nd place teams. Some scores are 6-0 etc. This will be voted on in Oct for the year 2002. If this happens he wants to propose something to the effect that possibly the last weekend of Regionals that the teams that win the American Cup from the states go and participate in some type of a tournament. Just something he is thinking about at this time.
- Copy of ODP scouting report from Kathy Liebman attached. Also U16 was approved to be included in scouting program this year. U15 was approved to have the same format as U14 this year.
- Washington Soccer Referee Education and Enrichment Program was proposed by Kathy Liebman at the last meeting. It was accepted on the contingency that the SRC equally share the expense.
- Copy of international travel papers handed out to everyone. Will give you a copy. Please make sure if traveling outside of US need to send forms to US Soccer no later than 90 days from your departure date.
- Hall of Fame nominees need to be to Kim Duke by Jan 1st. The deadline to the state is Jan 15th. Copy of the policies and procedures attached.

American Cup
- American Cup is our tournament for the "Recreational teams". U.S. Youth Soccer defines "Recreational" as follows: "the use of tryouts, invitations, recruiting, or any like process to roster a player selectively to any team on the basis of talent or ability is prohibited."
- Registration is due at the WSYSA office by 5:00 p.m. on October 2, 2000
- Procedure is to send paperwork into the state office by the deadline and the state office sends me a copy.
- I am requesting paperwork be sent to me by Sept 15 so that I am able to start on a scheduling matrix.
- Your Association registrar will need to sign your application and forward it with your fee to make the dead line.
- District III plays the American Cup preliminary rounds around the district league schedules whenever possible. Games are played on Sundays to try to avoid league conflicts. However, if you currently play on Sundays, we try to schedule your games on Saturdays.
- Once applications are received, a schedule will be sent to you.

- Games usually start in October and end in November. Semi finals and finals are in December.
- Applications are in the Coaches Handbook provided by WSYSA. If you do not have a Coaches Handbook please contact your Association registrar for your copy.

ODP
- ODP make-up tryout date for GU15 is Monday Oct 2, 7 PM at Royals fields.
- Letters to each player trying out will be mailed soon
- Motion/Second to approve Brian Eaton as the BU14 ODP coach. Discussion- Brian has a License and currently coaches a BU9 team. He is no longer affiliated with Aanvallan. Motion
passed.
- Motion/Second to approve Seth Spidahl as an ODP trainer for BU14.
Discussion- Want to have quality coach/trainer for our ODP players. Seth has proven his
ability. He is the Coaching Director for the FC United and coaches BU15. Concern was
expressed that Seth's approval to train BU14 ODP players (the age and gender he coaches)
will invite controversy and problems. Question- would Seth determine who makes the ODP
team? Answer- if that is an issue, it could be stipulated that he would have no say. The
question was called for. Yes- 3. No- 8 Motion failed. Question- would Seth be interested in
coaching the girls ODP? Answer- no he is a boys coach. Question on the tryout forms- why
do players have to give the name of the team they play on? Answer- for administrative,
tracking, statistical and contact reasons. A statement was made that ODP coaches should not
be allowed to select players for the ODP team.

- Contacted by the bookkeeper who volunteered to audit the books. Everything is in order.
- When asked to approve the budget for this year, I was concerned about having enough monies for expenses. I now find there will be most likely be a considerable amount of money unused. Need to think about this for next year.
- Henry is working on a proposal for a field in Orting - may consider putting monies into this.

Report
- Scheduling is now almost complete. The score cards are coming in.
- Currently we have a total of 623 teams. Last year we had 625 teams.
- As of today we have made 44 schedule revisions. Some minor, others major.
- Last year there were 45 schedule revisions.
- This year I took advantage of the email and notified everybody I could think of that might have a need to know, including the MARS. This made everybody aware of all the revisions. In previous years I just tried to notify the associations involved.
- The highest revision number last year was 5. This year it is 3. One could say things are getting better.
- In a couple of weeks I will start the process of sending out the bills for unpaid entry fees as well as penalties.
- Appreciation to TPCJSA for very few changes given how many teams they have.
- Would like to have someone go to the individual clubs/associations to explain about placement
- Many problems are reported after Labor day and people have returned from vacation

- First committee meeting this Thursday, September 14
- Have a letter regarding a coach ethics issue. Question on proper procedure-
Ethics issues go to appropriate club. If appealed, it then goes to the association. If appealed then it goes to the district. The District III Executive Board will handle all Ethics Committee issues.
MAR REPORTS
Auburn - Sandra Luettgen
- AYSA has a total of 43 teams registered: 23 boys and 20 girls. By level of competition we have 10 teams in the AYSA-FWSA U-10 Mod program, 1 girls U-10 team in District III play, 13 teams District !!! Rec (9 boys, 4 girls), 3 teams in District Silver (1 boys, 2 girls), 8 teams in District Gold (6 boys, 2 girls), 5 teams in IDDL (1 boys, 4 girls), and 3 girls teams in WSYL.
- Our VP of Competition has resigned and Larry Proud is handling those responsibilities with assistance from our two clubs' VPs of Competition. We are actively seeking a replacement.
- Bob Zipp is the Referee Assignor for AYSA for the U-1 1 through U-18 teams. Bob is using the South King County Soccer Referee Association database/website to assign games.
- AYSA is planning on having a U6, U8, U 10 Mod Program in Spring and Fall 2001. This will be a new effort to have U6 and U8 in AYSA. We will be competing with the Auburn Parks Mod Soccer Program at all three ages for the Fall leagues. Auburn Parks will have mod soccer for grades 4-5 beginning in Fall 2001, in addition to the K1 grade leagues that they currently run.
- AYSA regular board meetings will be on the second Monday of each month, with different locations depending on availability.
Maple Valley - Alternate MAR Bill Edwards
- We have 47 full field teams, 11 state league and 36 district. There are 22 Boys teams and 25 Girls

NarYSA - Chuck Walton-
- Narrows Cup had 138 teams. Went well despite fields being spread out.
- Sparta Jamboree had 23 teams was a great success.
Highline - Laura Lewis -
- Lights are up at Des Moines field
- Olympic Elementary School field is being developed with the possibility of lights
- Jamboree was held for opening season
- Mosier North field is closed for the season. Mosier South will be used in its place.
MRSA - Warren Wheelock

KYSA - Ken Ward
- Mod and District season started
- Kent Invitational Tournament was a huge success for a first time event.
- Over 60 teams were entered and all brackets were full
- Thanks to District III for their help
- Plans are for next year with possibility of moving to July to tie into an annual event in Kent
FWSA - Juan Rangel
- Hopefully Sacajawea will be open the end of this month, trying to put up lights
- Players only, (no parents) will be allowed to stand in between Celebration Park fields #5 and #6.
Tacoma-Pierce County - Marian Bowers.
- F.C. Royals are accepting applications for Director of Coaching
- F.C. United held 5 Super Saturdays with 80-130 players each day
- FME requested approval for the annual Turkey Tournament (Jamboree) for the weekend of Nov 18-19. Ages U8, 9 and 10. Cost $125 per team
- Lakewood Soccer Club conducted a Jamboree on Aug 20 with more than 300 players attending
- Puyallup Club- two teams won the South Mason Kick Off Tournament- the GU16 Comets and the BU15 Golden Lions
- TPCJSA is convening a meeting to make suggestions on fining coaches $50.00 for red cards
- A Good Bye open house was held for Sandy Badham on Aug 27th. We would like to thank Debbie Hazen for coming on behalf of District III

- Joe Atkinson has a field that he has developed that is ready for grass, irrigation and lights. He would like to ask District III for a 3 year contract to use this field. He would like to come before the District III board to further discuss this

- Henry is looking into a piece of property in Orting
- District III needs a site with 3 or 4 fields
Travel Papers
- Paige is asked to verify the process of sending in travel papers to the state

State ODP
- An opinion was expressed that strongly disagreed with the state dropping U18. ODP at this age level is critical to for players to be seen by college coaches and keep up their skills for college. One explanation- the state feels that players have already applied and made commitments at this age and don't need ODP as much as younger players. Question- do other districts agree with this and are other State Associations dropping U18?
- Is it possible for District III to host its own jamboree and invite college coaches?
- The BOD is asking our Commissioner to ask if the WSYSA Regional ODP team will get to participate at National ODP.
- The BOD is asking our Commissioner to include the District's regret that WSYSA is cutting out U12 participation at Regionals and dropping U18 ODP in the District's Annual Report

- Motion/Second to raise Gerd's salary by $1.00 per team. Motion passed.
